According to one book we have (and we have quite a few) the police department supplies Clifford with dog food because he helped stop a car racing away with bank robbers.
I think Mrs. Howard also runs a gift shop on the island.

He runs a drug operation and expanded out to the island and used Clifford as cover. Clifford supplements his diet of dog food by eating witnesses and “problems” that Emily’s father runs into while running his operation.

We know that Emily’s mom runs a kitschy little souvenir/shell shop on the island. Also that the island has few businesses and is periodically deluged by tourists emerging from the ferry. Based on my experiences on similar islands, this sort of thing could be quite profitable.
We also know that the ferry goes to a city not entirely unlike NYC.
So, Emily’s mom makes cash by milking the tourist business; the police department supplies the dog food. I don’t think we know anything about Mr. Howard’s job except that he wears a tie; I’ve always assumed that Mr. Howard is taking the ferry to work at the crack of dawn each morning to work– perhaps on Wall Street.
All of that seems pretty fragile given current economic conditions. A year from now I can totally see Clifford rampaging the coastline and eating unsuspecting citizens.

Though your thoughts make sense I still think Clifford is being studied by an evil shadow branch of the government – probably run by Cheney – and the whole Birdwell Island is a set up to observe and all the islanders are in on it.
